The project team has spent the last several months exploring the best way to proceed. In response to community comments, project ownership has agreed to add a fourth project alternative.

We are requesting that all questions be submitted by November 13 at 7pm so we can be sure the correct team members are available. This will also help us ensure there are no duplicate questions and that we are respectful of everyone's time.
